Allow content creators to delete their texture packs, maps, add-ons, mods, etc. that have a link or downloadable file that does not work

It will allow content creators to delete content they have published that has a link or downloadable file that does not work.

I Like this idea, but I think that the creator should send a take down notice and can cancel it with in a week, or atleast archive it.
